The Skills Development Act of South Africa aims to develop the skills of the South African workforce and to improve the quality of life of workers and their prospects of work.
Under the B-BBEE Amended Codes, companies are required to spend 3% or 6% (depending on your scorecard type- QSE or Large Enterprise) of their leviable amount on Skills Development Programmes.
For companies to score maximum points under the Skills Development Element of the scorecard, it is Mandatory to submit the Workplace Skills Plan (WSP) and Annual Training Report (ATR).
Workplace Skills Plan (WSP) - is the company’s planned training for the year.
Annual Training report (ATR) – Reports on the actual training that was completed in the previous year.
The SETA’s require proof of training for your WSP/ATR to be approved:
All companies whose annual payroll is more than R500,000 must be registered to pay Skills Development Levies (SDL), and all of them can submit WSPs and ATRs.
Companies who meet the criteria and fulfil the SETA requirements, can claim up to 20% of Mandatory Grant and up to 49.5% on Discretionary Grant through their relevant Seta.
The WSP/ATR must be submitted on or before the 30th of April every year.
