BOOK A SKILLS CONSULTATIONEffective skills development helps organisations build workforce capability, address occupational skills gaps and support sustainable business performance.
For levy-paying employers, the annual Workplace Skills Plan (WSP) records planned training, while the Annual Training Report (ATR) reports on training implemented during the previous period. Accurate and timely submissions can support eligibility for SETA mandatory and discretionary grants, subject to the applicable SETA requirements.
Skills development information and supporting evidence may also contribute to an organisation’s B-BBEE performance. The applicable targets and measurement requirements depend on the relevant B-BBEE code or sector code.
A Workplace Skills Plan (WSP) outlines the organisation’s planned training and skills development priorities for the coming period.
An Annual Training Report (ATR) records the training completed during the previous reporting period.
SETAs use this information to understand sector skills needs, monitor workplace training and administer grant funding.
Supporting evidence may include:
• Attendance registers and completion records
• Invoices and proof of payment
• Certificates, statements of results or learner agreements
• Employee, payroll and training-expenditure records
Employers whose annual payroll is expected to exceed R500,000 are generally required to register for the Skills Development Levy.
WSP and ATR submission requirements, templates and grant eligibility depend on the employer’s size and applicable SETA rules. Employers should confirm the current requirements with their relevant SETA.
The annual WSP and ATR submission deadline is generally 30 April.
Employers should confirm the applicable deadline and requirements in their SETA’s annual submission notice.
